Creating change takes time within organizations. Given limited human and financial resources in addition to multiple demands placed on school administrators and staff, an incremental approach of pilot, phased, and full-scale implementation is recommended based on available time, resources, and climate of the school.

A pilot implementation allows the CSPAP committee to refine the program and demonstrate success for broader support and approval.

A phased implementation allows the committee to manage time, resources, and expectations by implementing changes in phases.
